A collapse in oil prices combined with COVID-19 measures has had a significant effect on government revenues, employment, and major projects in Newfoundland and Labrador. At the onset of the pandemic, key projects, temporarily moved to “care and maintenance” status. While work on commercial and institutional projects continued on a slower schedule.


Following 2020 declines, the current outlook scenario for Newfoundland and Labrador anticipates that non-residential construction to rebound in 2021 as projects get back on track. The overall trend, however, is for lower levels of activity over the medium term. Interpreting market signals is particularly challenging under these conditions as industry is undergoing the most dramatic demographic shift in its history with close to a quarter of the construction workforce expected to retire over the next decade.
